Get the three-letter expansion set abbreviation of the set relative to a given starting set, by a variable position in the release timeline.
The first parameter is the starting set's three-letter expansion set abbreviation.
The second parameter is a relative amount, such as +1 or -1, which indicates the number of sets forwards or backwards in the release timeline to look.
If the search goes off the front or the back of the set timeline, an invalid numerical ID is returned instead.
