While making a page for templates reduces security, it also vastly reduces the learning curve and workload for people off the street who wish to improve the wiki, who are universally the major contributors to wikis. Whereas adding this category to a higher one is to be avoided, as all other categories inevitably lead to Category:Browse (or should do), and the slightly more difficult task should keep out the very riffest of raff.
