When Prevent Damage was introduced, it acted like an infinite supply of Shield Counter
, preventing Destruction as well as damage. Against PD creatures there was only Return to hand, Weaken, or other forms of Non-targeted removal, as there were no cards that Exiled (despite Hixus, Prison Warden using the Exile term).
